Abstract

Development of Selangor state can be applauded especially in terms of its economic and physical development. However, with such rapid development, the growth of social issues is inevitable as development oftentimes affect and test the boundaries of social institutions, values, practices as well as social norms of a given community. In fact, the roles and functions of individuals, families, community as well as organizations would also change due to the vast development. Hence, the Electronic Social Management System [E-SMS] has been developed under the initiative of Selangor State in lieu to curb social issues systematically, holistically, and efficiently. E-SMS was developed based on multidisciplinary foundations namely Sociology, Information Technology, Politics, Public Administration among other relevant studies. The main functions of E-SMS is that it serves as a platform that stores and manage complaint data made by individuals; record the responses and action taken by trained personnel to handle the complaints; outlines social services available within the communities; as well as provides summary report to assigned authority. Thus, E-SMS eases the management of social issues and would enable state government to plan, execute, improvise as well as monitor social issues and services in Selangor. It is believed that E-SMS would change the mindset as well as process of managing social issues by the authority to better improve the community.
